Our first principle is simple: organize and empower people to make a difference in their local community and local races. That process principle holds a big tent together even when people disagree on specifics — it's how we stay broad without going hollow.
Each cell decides what it does in its own community and races — no permission needed. The people closest to the work make the call.
A position becomes "the wing's" only when enough cells vote it up, with a regional floor so no single city can outvote the rest.
Leadership surfaces options and trade-offs and gives members the information to choose. It presents the menu; the members vote.
